When your house has no cooling, inspect the condenser unit outside. aMost likely the fan is not turning, and the coolant lines into the house are not cold at all as they should be. When the thermostat inside the house tells the unit to come on, there should be a click and then a bunch of humming. That is a sign the thermostat isn't defective. Power the unit off, and take the grill and fan off the top - fan appears to spin freely although that could still be the problem. Put the fan and grill back on, and open the electrical panel on the outside of the unit. With the power on, the voltage heading into the contactor reads 240V so there is good power to the contactor.
